They are pretty dag awesome, your Fallout guy sounds like one snazzy customer based on that alone! :D

She seems like a tough chick, what with her wardrobe (and in some parts, lack of it) and her expression
Despite the fangs, she doesn't actually look too dangerous, which is often what you'd expect from people with such a tough look. And that is exactly what I like about this drawing. I dunno... It's a sort of contrast I can get behind.
Maybe I am really misinterpreting the drawing and the character here, but right now I like to think that she's rough, but not too harsh.
I think it has to do with her expression not looking particularly evil.

As shameful as it is, I don't actually know too much about the character! I looked at her reference sheet and the example, and gleaned something about her personality from that. I also just did the posing I felt like, and made the expression somewhat match!
