Alternate Interpratation: This is a follow-up to this image of yours here: http://www.furaffinity.net/view/12675833/ And Sweetie Belle just caused a Gigantism spell instead of a Regression one. Rarity is normal sized, sans cutie mark, Applejack is Appletiny and Sweetie Belle is a towering giant.

What I like is how Rarity's Cutie Mark is now on Sweetie Belle. This makes so much sense, because we know how much she has always wanted to be like her big sister. So, if I would guess a story, she might've tried to use a spell she found in the library during "Twilight Time" to make her "Just like her sister".
Unfortunately, while trying to cast the spell, Sweetie didn't recall the part of having to be an upper-level unicorn to successfully pull it off. So, we have a backfire that regresses Rarity while giving Sweetie her Cutie Mark.
For Sweetie, in D&D terms, she rolled a "1", big time. Well, at least in Rarity's opinion.
