Here is another Project that I have worked on between commissions. I really cannot tell you how long I worked on this because I did this in many short periods but had a lot of fun drawing it.

I missed a few I know. I have seen a couple like the two anime chicks on the right but I can't place them.
In the comic series, he has infinite speed due to the speed force.
This is the primary canon for the series, Flash is the fastest thing in creation and is the creator OF the speed force which powers anything with super speed to an extent.
Each Flash has a slight variation.
Barry - Most Control
Wally - Most Powerful
Bart - Isn't affected by his power's limitations (such as reading a book at super speed prevents it from being memorized)

and the thing of it is hon.. in the 2000 version of The Justice League, when the 7 original leaguers ( superman, batman, wonder woman, hawkgirl, green lantern, the martian manhunter and the flash) took on a Luthor / brainac fusion, it was the flash that finally beat him. the being had bested all the other heros but wasn't able to initally stop the flash, who vibrated his two duplicates into paste and then sped away before the brainac/luthor fusion could shoot him.
*BUT*
when the fusion being realized that there was a wind wake coming up behind him, and turned, that's when he got hit by the Flash.. this repeated again and again, and even with the brainac / luthor fusion operating at a mental level of a human's thought mixed with an insanely advanced super computer.. every time the being "realized" it had been hit and started to recover, it was hit again.
The Flash was tearing him apart on the molecular structure, and he was racing around the entirety of the earth and building UP speed so that each hit did more and more damage. When he'd finally severely injured and torn off almost all of the brainic outer armor, he stopped next to him and then put his hands on his chest and used the built up momentum to send sympathetic vibrations through the fusion to finally tear one from the other and in the process, effectively obliterated every atom of Brainac from the planet...
the down side was that it almost killed him..his body had tapped so hard into the Speed Force that it was "ALMOST" pure energy of motion.. and that same condition almost made him fuse WITH the Speed Force.. and have been lost forever to it. It took the combined might of the rest of the leaguers to pull him back into this plane of reality... and he, himself, admitted
" ... I can NEVER go that fast again... because if I do... I won't be coming back..."

The COMIC Flash doesn't have that limitation.
I'm not even a comic Flash fan (but I love his villains) but I know his abilities.
DCAU while being the best iteration, tones all the characters down to be more life like.
Superman can move the earth in the comics and fly in space without a breathing aparatus and even visit other galaxies
Flash can outrun death.. he ran a 100 trillion years into the future, where death no longer exists and returned.. his top speed is infinite... which is also his most powerful attack.
He was even able to defeat someone who had created "instant teleportation" by being fast...
It's part of the reason I cannot read DC.

This is really a race between THE Flash (not to be confused with young Flash of The Incredibles, also present) and Superman ... both of whom have displayed the capacity to move at speeds capable of breaking down the barriers of Space-Time.
After that, I think only Rainbow Dash and Sonic are capable of breaking the sound barrier.
The rest fall into multiple lower tiers below supersonic speeds, with the vehicles likely being the slowest.

On second thought, there may be a few more supersonic speed capable characters in there. I recognize most, but don't know them well enough to know their top speeds offhand.
On the other end of the spectrum ... Bullet Bills are not fast at all. They actually move impossibly slow for Bullets. Why are they even here??

Not Without external enhancement like Super Shoes or Chaos Emeralds. This race is pictured with all in their natural states.
If you start including things like Power-Enhancers, then one must ask what that power might do to the Other characters as well. What would the Road Runner or Speedy Gonzales do with Chaos Emerald power? How much faster would it make them? Would Superman be enhanced by Chaos Radiation? We already know he is powered by solar radiation. What if he hung out in the corona of the sun for a few hours before the race? What if the same brand of Nitrous that gave Turbo his powers was poured into Lightning Mcqueens fuel supply? ... and we still don't know what "Rainbow Power" Rainbow Dash will be capable of.

Well, considering we've have scenes of the Road Runner going from here to over the horizon in about one second, I'd say he runs faster than sound.
Speedy Gonzalez ran from LA to some podunk town in Mexico in about three seconds, so I'd place him in the Faster than Sound grouping, too.

But in all seriousness, it will come down to Sonic and the Flash. I think Flash would win because I've heard in one episode of JLU he accelerated his body to the point that the molecules in it became too unstable to hold together and break apart, resulting Flash to disappear. I don't remember Sonic doing something like that.

I watched the YouTube video of you drawing this. Given all the thousands of little points of detail, I need to ask: will you put a higher res version of this up in Dropbox (or whatever) for download? It seems a crime to have a pic with so much detail squeezed down to this resolution.
Unless you plan to sell it as a big ass print or something.

I was able to recognize all of them except Speed from Sky High. I've seen it, but drew a complete blank about him. Great movie though.
Awesome art and a fine tribute. My guess for winners would come down to either The Flash or Road Runner / Speedy Gonzales. It would depend on how much comedic cartoon physics can hold up against comic book physics.
