The three Chiran species all have strong prehensile tails that they can lean up and even support their body weight on (I know lemurs, genets and red pandas can't do that, but hey), and so they cover the part of their tail they'd normally rest on the ground so they don't mess it up if they use it that way.
It is indeed in part because their main religion teaches a Chiran's body is the physical manifestation of her mind and her tail the manifestation of her soul, but the cover is a practical thing primarily; I like to think of how a species would handle everyday life with the differences in anatomy. If you saw, say, a Chiran firefighter, she'd be wearing a full-length fireproof slip over her tail.
I must say (though I might have to hand back my furry card afterwards) that I've only seen Robin Hood once and only remember that one shot of Robin hopping forward that's used every time someone uses a clip of it for some reason, and really wasn't thinking of that with Shian's veil.

*Pats you on the back* Don't worry I have only seen robin hood once and that was.. what feels like eons ago but was really about... 17 years ago when i was about four
And you know I have to admit that is actually a rather interesting concept. I mean incorporating religion into a species that way is a neat little.. whats the term i am looking for... addition?

Oh, Chiran isn't a species, it's a nationality (the country is called Chira or the Chiran Dominion). Shian there is a genet, which while they certainly look like a custom species (being lemurfoxcats) are real. And incredibly cute.
