The third eyes, the eye of the spirit, he doesnt only see you but see into you, your thoughts your memories your soul, and all other's soulds and everything from the material or spiritual world past present and future.

Free will is inherent to all living creatures, however, he can and supposedly has guided a few people with a small nudge here and there, like the christian god, he's nowhere to be found, but everywhere at once.
