They are both males, Really Really androgynous males. It's Ghirahim (Left, with the cocktail) and Vaati (right, Posing sexy-like) in the music video. The are both actually that androgynous in their respective games. ^_^

According to the wiki (I lack proper knowledge on the games in question) both are the same, the Eyeball beast form is him warped from his original minish form by his dark magic it seems.
