In D&D you're lucky if your wizard starts with as many as 5, but your fighter is likely to go from 14 to 20-ish as soon as he gains a level.
In GURPS both are likely to have 10; the fighter might have 12-13 because of his greater strength, but the real difference is that the fighter's training makes him better at dodging or parrying enemy attacks and thus not take damage; a more experienced fighter will be better at this than an inexperienced one, but not necessarily more physically durable unless adventuring made him beef up as well as become more skilled. The maximum HP recommended for a human character is 26, but there's nothing stopping a Game Master from allowing someone to buy more than that.
In computerized RPGs like Final Fantasy, you just take the D&D approach and add zeroes because bigger numbers are seen as more fun to some people.
