Tsaga has been convicted by Eichsfeldia's civil justice system of attempted murder, by means of a disease tailored to Dee's genetic profile. Her sentence: for her body to be confined in suspended animation for one year, while her mind experiences a rehabilitation/conditioning-focused simulated reality... in which her subjective experience is dilated at a ratio of 12:1, for a 12-year sentence.

The setting has several different sorts of 'suspended animation'. There's simple cryonics for the dead, there are a couple kinds of coldsleep which can reduce spaceships' passengers' life-support needs, some rich people use similar technology to try to skip-ahead to the future without getting too old... and in this case, Tsaga's mind is no longer receiving any nervous impulses from her body, which is mostly put into coldsleep, save for the needs of her brain (which are mostly provided via external support).
Well... this is the punishment decided by the electorate of Eichsfeldia, most of whom are considering that they just might face said punishment some day, either for something they did or for a false conviction; and not many of them are interested in having their skulls pried open if there's some other deterrent/rehabilitative punishment available.
On the other paw, now that Dee is leading the way, trying out various android bodies and generally showing that life as a brain isn't that bad, the always-fickle electorate may have their opinion swayed to include brain removal as an option... :)

Heh, I see. You know, something that's somewhat confused me. Eichsfeldia only recently started making it's own computers, right? And they're fairly primitive affairs if I recall correctly, yes? So, how do Dee's prosthetics work? Were they not manufactured locally? If they weren't, didn't they say they were worried about foreign equipment being bugged or something?
Eichsfeldia has three sources for computer chips: Earth (nigh-certainly bugged), New Attica (extremely expensive), and manufactured locally. They've been bootstrapping fast, whole generations of chips at a time, but still haven't caught up to the latest advances. So anywhere Dee and the Nakama can get away with using primitive computers, they do; and when they need more advanced stuff, they spend their hard-mined wealth to pay the New Atticans, and wait for the superfreighters to make their way along the triangle-trade route (Eichsfeldia, Phobos, and Luna), which is usually on the order of a weeks-to-months delay.
