Nope, she can't fly at all in fact. Her wings are pretty much vestigial. Weight to wing surface area ratios being what the are, plus the muscle mass needed to flap them, ensures Freya will remain earthbound.
This will come up in the comic eventually, but in her world, magic and fairies are on the way out. The modern world moving in. She's one of the last hanging on. So at this point, after a few generations of magical decline in the world, her wings are leftovers.
She's okay with keeping her feet on the ground, though.
