It's really because he has two actual outfits. At first, I figured they used the biker outfit so they could avoid having too many mustached men in caps and overalls in the roster, but they tossed in the classic outfit for people like me, who hate the stupid biker outfit...or for nostalgia. Probably the latter.

He needs minions, preferably one which resembles an elongated chicken, and another which looks like a tank after going through a trash compactor.
