IRC is Internet Relay Chat. It's a messenger system basically. You use an IRC client, to connect to an IRC server and we/you can exchange messages, and talk in 'rooms.' The IRC servers I use are furnet and anthrochat. http://home.epix.net/~ircadmin/index.html < this site does seem to give a nice overview.

It's not really one program you install or a service you sign up to, there are many many servers and many programs you can use to connect to them.
I use furnet and anthrochat with the nickname Mauros. What program you'd use to connect would depend on what OS you were using.
