"Ine - Halk"
The runes aren't quite clear so that's what I read from it, but I'm a bit in doubt if the "Ine" actually is "Isa" which is galdr.

"Halk" doesn't exist in galdr as far as I know, but there is Hagalas which is a form of a protection/luck rune (Which describes a wolf quite well).
But now I don't know what kind of fuþark you used and from which place because fuþarks are different from place to place and some fuþarks just don't look the same.
If you could specify that I could most definitely come up with that. :P

Its just the old alphabet form of rune text where each rune stands in substitute for a letter of the English alphabet.

I base all my stuff out from the elder fuþark, younger fuþark and medieval fuþark and some other fuþarks I can't remember the names of.
The "W" in the alphabet you linked to is usually an "H" in the other fuþarks where a "W" usually looks like a "P", but that really depends on what fuþark it is. The "U" and "V" in the linked alphabet is, in the elder and maybe also younger fuþark is the same letter, and in the medieval fuþark it's the same letter as "F" but with a dot, because in the medieval times the dotted fuþark was introduced and used because it was easier to understand each letter and know what was what.
I won't say that the alphabet you showed is wrong, but it's one that I'm not directly familiar with. :P

Not really, my friend. The Elder Fuþark is the letters / staves the old Germanics / Nords used to write some quite important memorial stuff, or curses or blessings. Curses could come up as a níðstöng (nidstang), while blessings were often put on weapons, boats or whatever would need it. :P
