Well, here's how professionals do it in a nutshell:
1. Figure out how long it takes you to do each of the steps, in hours. Sketching, inking, coloring, shading, and extras.
2. Use minimum wage to convert your hours of work into prices.
3. Add cost of materials (if applicable)
4. Add custom amount based on skill level, preferences, and conveniences.
If you don't consider yourself a professional artist yet (if you don't think your art is worth minimum wage) then you must obviously lower your prices.
My advice: for a simple style, simplify commissions. Have only one or two options to choose from. Perhaps create a niche, for instance some people do only busts and others do only single character pinups. Maybe you prefer to do lots of quick commissions or maybe you'd rather do a few complex ones. Keep in mind your strengths and preferences.
And if you still can't get commissions, whore out. That works too.

I base it loosely off of the number of hours it takes me, since my only resource being used is my time. Try doing a few requests or trades while running a stopwatch in the background to get an idea of how long each level of detail takes you, then base your prices accordingly! I usually charge on the cheaper side, because I am not always confident in my ability to be timely, but if it were my main income I'd have to adjust for that accordingly.
