Lord Rolland master of the Monolith library. The Monolith is an ancient library that exists between worlds, it is dedicated to recording, viewing and keeping history of several worlds/dimensions. They can see the future, see historical events before they happen and make sure those events do happen. They also confiscate and protect items that could endanger time and history. Over powerful spells, items that could be used to declare war not just against a nation but across a galaxy.
Rolland is a lich only the second master of the ancient library he has resources of multiple worlds, ageless and manipulative. Rolland spends his time increasing his power and is not shy about using other people for his personal chess games.

Oh I'm sorry I must not have seen the jacket in your reference picture....hehe sorry that was mean. Every item Rolland wears is supposed to be of historical importance, and I saw Jack (Torchwood) and thought "I love that coat" thats George Washington's jacket, pants are a 'long lost' first sample pair from Kalvin Cline, walking stick is made from wood of the crucifix Jesus died on, his pocket watch is from a Time Lord, the pendant on his neck thingy is actually the amber with the trapped bug inside it that was used to create Jurassic park....hehe

Heheh Tely wears the same kind of long coat. His is red with a gold crest over the heart, but Icly's is a rather sleek more like a proper duster and it's leather not fabric... easier to get the blood off.... and he doesn't bother with too much adornment, the rings of horns on his head are more that enough to catch people's attention... along with this reptilian eyes...
But I really like this.. he an Ilcy could be mirrors of each other.. they both seem to like the same games.
And as for his reference pic... hmmm have to find someone to draw one.. you dont' know any artists that owe someone a favor do you?

While Rolland isn't really an evil guy he gets some amusement 'playing up' the evil look.
