looks to me like the outer edge of the guy is kind of odd somehow?
It looks like a layers issue though...

I think the artist did this effect on purpose. (Just my interpretation.) The edges and background use flatter colors, while the character and objects in the foreground have less flat colors and have tons of detail. It's as if the center of the picture is "in focus" while the outer parts are "out of focus."

Well, I mean in terms of the body: if you look at the right side (You looking at the image) of his waist, and the upper part of his right arm, it seems to look like an MS spraypaint there of black and white. I was wondering if that's specular or if it's just an accident?
