Very nice coloration for the Raichu there. Reminds me of electricity with that shade of blue. Like all the little markings and the cheeks are cute too.

Name-wise...

Rai-ki may've sounded feminine but maybe Raiko? It'd keep the start of the Raichu name on there and be original in it's own right.
Or could call him Perun!

Stimulated muscles if they charge themselves up. Gets more aggressive if they do. Discharges excess through tail.
Lots of fun to be had with that kind of character. Especially one so uniquely designed.
