I remember this from... um... from... I dunno... I've seen you post it somewhere else before. I loved it then and I still love it now. Wonderful work, but I think the county court system isn't gonna find "not being human" as a way around this. They will argue that while they might have transformed, they still had human intellegence and therefore knowingly broke the law.
Still I think it would be pretty hard to keep someone in a jail cell then they could transform their way out of it.

As for the legal repercussions, it might take the courts a good long while to sort it out: perhaps even becoming a test case for the foundations of morph-related legislation.
In the meanwhile, they'll probably have to stay in cells with very fine mesh between the bars..... 7@=e
