It is eithe a flair because a flair gun is streight walled from the breach as a normal breach loader is not and would not accept the round or it is a special maybe stun round for a special type of breach loading shot gun. There is no way you can chamber that in anything other then a breach loader made for it. Not to imagin the powder charge in to propeller tat much mass. I don't think a standard barrel and action would be able to stand up to to many of those.
