Yes Clan Dirac had and still have a moon base. How did they get it up there? Clan secret. Usually only Dirac members can get there, but once in a while Helen will invite up a few scientists that want to study the moon and stars.

And yes, older Dirac members pay a tithe almost once they become well off. This money is all placed into a giant trust fund, that's only touched when someone in the clan wishes to go to a university or another institution of higher learning. That way nobody in the clan will have to worry about having enough money to pay for their education. Some of this money is also granted out to non Dirac members as scholarships to any promising person that looks like they may do some good in the world once they can get their degree.
