Instead of wasting more materials designing the shoulder pads, I decided to design them out in 3d first. This is my working design for now, Ill be putting them together tonight. only thing I might have to wait on are the D-rings, since the ones i have lying around dont quite fit the 1-inch webbing.
Also, the grommets wont be exactly that size, the actual ones are a little smaller.

supposedly the Maya N cloth is more accurate to actual fashion design as far as layouts and assembly. if I recall they used it in the Incredables to make the outfits look and act correctly so if you can work a design in N cloth it should match up fairly well to a real world design if for no other reason than Pre-Vis examples
well N cloth isn't entirely simulation so much as building shapes. it may require a little simulation to fit around things (IE the padding and ballistics plates) but for the most part thats a one time deal. the rest of it would just be to margin seems and assemble fabric sections.
I know that the old[er] maya cloth engine had the same thing but it was a bit clunky but the end result was geometry, same as with Ncloth however it pretty much holds the specific silhouette of each fabric piece.
