I'd like it if you play as the leaders, getting to play as Giovanni (or a female leader) would be awesome! I can see it now. First up: Pokemon Rocket Version. Then a few years later, Magma and Aqua Versions. Then so forth and so on. It'll turn from a game about one guy catching them all, to total gang wars.

my idea for team rocket based game? you play a grunt who gets his start stealing a Pokemon form professor oak (one of the kanto starters.) you rise through the ranks by beating Rocket exec's that are hiding out in new towns. you fight giovanni and then take on the league. (because the whole game would have to be non cannon) The next game see's the player as a new rocket and manages to pull the same stunt.
