I have no idea why, but I'm strangely enough reminded of Artie- The Strongest Man in the World from the Pete and Pete show from Nickelodeon.

I'm pretty sure it's the red shirt and the pose he has. Definitely the red shirt. Well.. that happy face might also do it but.. meh. That's just to be taken as a part of the picture. At least to me and all.

Still, I happen to like the picture myself personally. It's got that bright coloration that.. well... seems like it'd be something from Nickelodeon of Nick Jr. Waaay back then.
