Other: Neon had once been a simple Map turtle, living in a creek near a large landfill where a lot of garbage was washed into. Mutagen had been lost in the creek close to where he nested, and he ended up wallowing in it before wandering off into the landfill and getting into some old energy drinks.
Granted sentience, Neon ended up living in the landfill for a while on his own, picking up language and mannerisms from workers and watching humans. Eventually he moved into an abandoned Art Loft closer to town and scavenging for valuables to sell to pawn shops.
He spends a lot of time people watching and eventually learns how to fight from watching a nearby Karate Dojo- he’s no expert, but Neon knows enough to protect himself and fight off gang members.
