Actually, that was a joke about how infamously skimpy high-tier female armor was in the early days of MMOs like WoW.
The same item that looked like legitimately badass plate-mail on a guy would turn into something like that when worn by a girl, and was sometimes even more revealing than the mandatory undergarments shown when you're not wearing any armor at all.
