The CnC universe is one in which I attempt to avoid any spells, powers or incantations which revolve around the "Fist of the North Star" logic (that is, a move's power is directly proportional to how loudly you scream it's full name.) Kharma, for example, doesn't shout out spell names to cast them - he played with yelling out runes in the first chapter but that was far more for show than anything else - he doesn't need to do that either. Theran doesn't yell out attack names before smacking people with a huge axe, and Duk doesn't need to say anything to break your spine in 13 different places before you've had a chance to yelp.
So, to summarise;
Does Arcturius need to shout out "Grand Barricade!" to empower his shield? No.
Does Ghargash need to speak to Aquantis out loud to communicate with him? No.
Are they both of the opinion it sounds more impressive if they do? Yes.
Every character in this world is a little different. Some less so than others.

The shouting, in real life at least, is a psychological thing, and perhaps even physiological thing. That "release" of shouting something does have an impact of people, both on the speaker and the listener, though to what degree varies from person to person. For instance, in women's tennis, none of them need to scream on each volley, but there's something about that release that they feel aids them in some manner. Same principal applies here, more or less.
Because why just kill your opponent when you can do so with such great flair?
