Yes. It's just harder to come up with females than it is males. If you watch any cartoons, you'll see that. There's way more males and females. Is this just a coincidence, one psychology textbook of mine asked, or is there some hidden messages implying something horrible? Are cartoons sexist in that regard? (I vote no.)
Well, in a lot of stories, there's more males than females due to traditions. But that is not to say that stories should not have females as important characters. I do have some female UN1024 characters for example. Better yet, when making a female character, try to go for the gender-neutral approach where you avoid putting gender stereotypes on your female characters. Granted that some of my female characters have to follow certain customs, such as how Iranian women wear their hijab in public, because the culture of the countries they're from enforces certain rules on females to promote modesty. But that's a whole different issue though. But in the end, the more gender-neutral, the more fun your story will be. Of course minus crossdressing male furries since that's just wrong and that's not even gender-neutral but rather in many cultures, gender-insulting.
Having read what you said, I can confirm I went for the tomboy approach, sort of. D.W. is a professional in Supercross, and when I do the bio on Olivia, you'll see that she is avid in the sport of hunting after spending 3 years as a Navy shooter. (That's the person that helps a Navy pilot take off from a ship, I believe.)
Correct me if I misinterpreted your words, but how is cross dressing "just wrong" or gender insulting? Unless a male is dressed as a female and saying "Look! I'm female, and I suck at everything!" then I don't see the insult. You can't promote the idea of gender neutrality while still maintaining that arbitrary view of gender roles as it relates to clothing.

When I talk to Leo, I must speak in a way that he understands. I usually do not mind crossdressers. However, knowing Leo, he sees that as "wrong". To him, common sense dictates that a man shouldn't dress up as a woman. Fundamental Christians will use Deuteronomy 22:5 in the Bible to claim that crossdressing is wrong. But then again, go to countries like Japan where they don't give a crap about crossdressing. In America, conservatively speaking, crossdressing is wrong. Me, I don't care.
