Magistrate's Fashion
I had a random idea about a half-robe with a big collar as some form of future outfit for either Fen or a new character, with a cape and all.
It’s a pretty fun outfit structure, the metal shoulder pads connect at the back and form a single continuous piece, which hold the cape and collar in place, the waist piece made of the same metal holds the sleeveless half-robe in place. The waist piece also goes all the way around the back, and is flexible enough to pop on and off, but rigid enough to stay somewhat snug against the body.
From there, I continued the shorts idea from the original outfits as a bridge, and threw in a turtleneck tank top for the hell of it.
This isn't really at the level I want it right now, I've a few accessories and details in mind that'll bring the whole thing together more, but it's hot and I'm hungry.. :p

After reading Ivy_Trellis comment, I didn't think of villain when I first looked at it.
Anyway, if you plan on having the wearing a villain, make it some sinister colors (maybe a shade of blood red and black) and maybe some small spikes on the shoulders.
If the character is good and wise, use majestic colors pretty much like the colors you chose for this one and maybe throw in some white or other bright colors to drive the point.
Like I said, these are only thoughts. Hope they might help.

Ivy is right, it does look a bit villaneous. The awesome kind of villaneous, though. I like the design. (Have I ever not liked some of your work...?)
I think it would work very well as the outfit of some shady government official (you know, medieval magic FBI style) or to visualize a character development which empowers a character but makes him slightly evil. (Internal conflict and stuff ftw.) It could work very well with EvilFenFen, then.

No....it can't be.....she omni now......and my Ron is trying to the omni emblem to defeat phantom or it over for the world. But I guess if we in trouble, I know who to call. I like the design of the clothe, it look nice. I might draw you something one day when I'm not busy.
