It's a long running debate in the Lucario fandom as to whether or not they are a removable pouch (pants per say.) or just poofy fur.
Some like it one way some like it the other.

This is the furry fandom, not an official pokémon content setting. With enough anthropomorphization, all of Lucario's clothing-like parts might as well be clothing.
