Everything basically goes up in increments.

Inking $10
Flat colors +$10
Cell shaded colors +$15
Smooth shaded colors +$20.

So if you wanted it inked and flat colored, it'd be $20, inked and cell colors $25, or inked and smooth shaded, $30. :) Just depends on what you have a hankering for.
