International Morphological Foundation is highly controversial. Established to deal with metamorphic problems and the sometimes startling propensity of humans to turn into not-humans, it also uneasily occupies the role of overseer, educator, and at times law enforcement. They're the ones you want on your side if you suddenly turn into a marmoset and can't afford treatment, but they're no friend of mythological creatures, sentient nonhumans, or people whose change is voluntary.
