This is Verl, one of the new NPC's from the console version of the upcoming game, Skylanders: Trap Team. He's one of the gillmen who resides in the Sewers of Supreme Stink, and is paranoid of outsiders, greatly fearing that they are unclean and filled with germs, because centuries ago, he, alongside his fellow gillmen locked themselves in the sewers to escape from the Great Germ Outbreak.
