If you haven't already, you should read Gavin Maxwell's 'Ring of Bright Water' for a brilliant and moving picture of what it's like to live with otters. One thing you'll learn, though, is that an otter is a very high-maintenance pet. I'd love to get one myself, but I don't think I could at this point give an otter the massive amounts of time and money that he'd need to be happy. Maybe someday. :P

It depends on where you live. That, and you've got to be wary of any critter that can chomp your finger clean off if it gets mad. But they are adorable. :3
