Most bird breeders clip one of those metal tags to the birds' leg with a code on it, which they can use to identify and log each bird. You can have them removed quite easily if the ring is bothering the bird but most of the time, like Boris here, it doesn't bother them at all. Might get it taken off him when I take him for his next nail clipping and checkup
