I believe that is a Honda Ruckus. They've become pretty popular, a lot of people have been customizing them.

dead on. its a longbody-converted ruckus. They're the Miatas of the scooter world. Indomitably reliable, cheap to tweak and a HUGE aftermarket scene

its a honda zoomer! :D i have one! just super modified! the body is all like that standard though, its not been stripped

That's not home built, it's a modded Honda Ruckus/Zoomer.

I have one, but only removed the plastics and working on the drivetrain so far.
I'll be doing a cam, carb, port, and polish next.
