I thought all owls did and in that I am mistaken. But some do have zygodactyl talons (I'm not sure the species either, but I know I've seen it before): https://en.wikipedia.org/wiki/Dactyly

... then again given that this is a male who is an adult he's not exactly following owl anatomy. (Snowy owls don't have spots at that age - the males don't anyways.)
