This is Élenswena, the Élendorian colony world that YM2 Felix Canberra was on for a total of seven months prior to being transferred to Nightwing. He had gone there as part of a humanitarian mission to help the Élendorians living there after their planet was hit by a massive coronal ejection on the daylight side (at the time of the event). The majority of the colonists were living on the opposite side, so they were spared the brunt of it, though the EM wave knocked out much of their electrical and electronic equipment. Felix was one of those sent to help get the colony back up and running again, and he stayed with the family of one of the natives who works at a water reclaimation plant.

Not being an astro-physicist, I'm not sure if the celestial mechanics would exactly work out in this picture...but it looks pretty neat. Élenswena is a roughly Earth-sized moon in orbit around a smaller gas giant (meaning, it's not nearly the size of Jupiter, maybe a touch smaller than Neptune). Élenswena itself also has a small rocky moon, and you can see a few lights on it from bases there.
