Backstory Alert!
I the catacombs of the city of Andros, a secret government agency that only a select few knew about, were working on genetic recombinants, creating them from soldiers that had been severely injured and wanted to still help their country or were volunteering to do so.
Evan was one of these. He was a special operations commando, the best at his job, the absolute elite. He was assigned guard duty to a high ranking international leader, and was checking for snipers before the arrival of this world leader to Andros City when he found one such sniper preparing on the roof-top of a skyscraper. He did manage to take out the sniper, but there was another one guarding the other sniper from a lower roof, hidden to Evan and any guards on the ground, and sniped Evan in the Shoulder. Evan knew his time was limited, and he called the leaders' captain of the guard, who what Evan told him to do. Turn around, and stay away from the city. Evan was, being the best in the biz of fighting and military knowledge, knew of the lab, and contacted them, ordering them to deploy security and take out the sniper, and get Evan down into the labs. Evan told them the specifics of what they could do and what would actually help him do his job. They agreed, but on one condition: he would permit them to take tests on him for 6 months. He agreed, and they did their work.
3 and a half months at later.
Evan, having fully developed his wings and his eyesight advancement, was staying in the lab in one of their specialist suites, when an unknown enemy began an attack on the city and the facility. Evan was one of the only ones to escape the city in the end, being more advanced, genetically and mentally. He fled to the capital, the military home, and the place where any other recombinants would be. There he met couple of allies that could really help him, some recombinants, some not, and found out that Andros wasn't the only place captured. And so began Operation Seqt, dedicated to Genetic Enhancement and the re-capture of lost posts and cities.
