This is a deleted scene from Episode 2 of "The Kitty Whisperer" in this scene Bubbles had put a bowl of milk on the roof of his shed to entice a kitty down out of a tree..

He woke up to find the bowl tipped over and pulled on the tarp to get the milk to drip off the roof of the shed.. (The drips you are seeing are from the milk which poured off the roof when I pulled on the tarp..... Yes... we're nuts lol)
