Actually, by Dr. Who standards, it isn't a time paradox at all.

BW #1 is unaware that the balloon is BW#2, and will never get a chance to interact with him... since he's about to be kidnapped and inflated by Blue #1.

Blue #2 is hiding behind BW #2, safely out of sight and contact of Blue #1 and BW #1.

BW #2 is safely immobilized by his inflation.

Therefore, BW's timeline undergoes a diagonal shift, rather than a causality loop.
