Looks like me lil Dile got quite catched in your trap when you told him he'd get some balloons. At least his pouting expression lets me think like he got pranked. XD
No worries though. I'm sure he'll enjoy this in no time again and not miff about anything since he likes getting a chance to be big and floaty and to see all the happy people. =D
What looks especially nice are the color shades and the shapes all around as a whole. You also added nice details like his personal favourite, his bandana, which looks a bit destructed here but it#s good there is always a way to fix his belongings. Also cool you are there on the roof of that building along with him though when looking at the buildings and the big Totodiloon here I fear he might be too big for the parade already, hehehe. At least up there I'd guesss the only thing some people would be able to see is his blimp of a tummy. Though if you'd have a basket and a propeller of sorts you could pretty much fly him around that way as sort of attraction for all people around to join in.
