The last kitten born has a very odd tail, it is short, crooked, bent up, and an odd color

May want to have a vet look at that tail, though.

I have no idea what could be causing the issue, or if there is any at all, but a professional would know.

Manx usually have no tail at all. The Japanese or American bob are short tailed breeds.

Actually manx can a stub, no tail or a half tail. I have a stumb tail manx. Yay for animal planet cat shows.

hopefully not, by the time he is old enough to neuter we will know and they can dock it while he is put under for that.

It kind of reminds me of a kitten I saw once, his tail was all coiled up like a little pig's tail. It's hard to say. He seemed like a healthy and happy little guy though :3

My youngest cat has a normal length tail, but there's a very obvious crook at the end of it like this. When they grow up it will be extremely cute :D

it is fur, I had considered it being skin and poor blood circulation but that is not it, and the fur is clean, very very odd coloration

The tail is most likely from cramped tummy space. If there is no pain to the touch and not unusually cold or smelly it should be fine. If he starts to loose the fur you may want to have it checked due to circulation may be lost. I'm sure he's fine though. Looks like a fuzzy jelly bean <3 As all baby kittehs should - nice and fat and happy <3
