The speckling took some work, but I hope I interpreted that correctly ;3;. If It needs to be more of a wide spread dusting I can do some more. The picture doesn't catch all of the light blue dusting this tail xD. Then again, it's a bit hard to achieve the effect without the dark colors washing it out anyway. Definently one of those things you need to see up close.
Hope I also interpreted your pattern correctly. There's a black arrow across the tip like requested.
