She is a combination of different turtle elements. The head piece, the hair from turtles and the tongue comes from lizards. The commissioner defined her s a 'monster girl' though. So other than that I can't really say ^^

I don't believe so. Or at least that name was never mentioned to me by the commissioner. Though it would be pretty awesome if the eyes on her head piece had powers like that.
