Gijinka is a term that basically means "humanoid personification", which has commonly become associated with Pokémon because lots of people draw people or anthro creatures with clothes or features of Pokémon.
In Lickey the Bat's case, she takes on some aspects of Lickitung (and a little bit of Lickilicky) in her clothes, hair, wing color, and of course having a giant tongue. =P
