According to the lore, that Charmander would be dead. His Pokédex description reads:

Charmander. A flame burns on the tip of its tail from birth. It is said that a Charmander dies if its flame ever goes out.

I know, but you'll have to take that up with the character's owner.

Damn the Pokegeek in me, but I have to say this observation of mine:
Tinder is a well-preserved zombie because without that tail flame, he is defined as dead in his species circles. I remember a Pokedex entry from one of the earliest games that says that if that tail flame is gone, Charmanders die.
Sorry if I got too in depth with my geekiness about this, but sometimes I just can't resist the urge to spout off random knowledge that I find interesting or helpful to something I see.
