A Dragon/Steel-type Latios, Eli is a rather ill-tempered, pious, and wary individual, as he is very hesitant to trust others. He was once a decorated soldier of a Pokemon army during the Great Kalosian War, meaning that his age is over 3000.

However, everyone knows that all life on Earth had been exterminated for period of time during the peak of the war by the Ultimate Weapon. Yet, Eli had become the sole survivor, deeming every single report and documentation relating to the war around the world false. He believes that his charm which had been passed down by his family for protection from one generation to the next may have something to do with his survival. It has been rumored by his family that the charm is actually a fragment of the antlers of Xerneas: The Bringer of Life. To much of his agony, this mysterious power had made him witness all life, including his comrades, become wiped off the face of the Earth before his very eyes.

And he remembers every detail of the catastrophe all too clearly.

Thousands of years later as he watched the world slowly rebuild itself after the war, Eli soon accustomed to the present times, albeit with much difficulty, as he suffers from PTSD. He had then decided to become the landlord of the complex that Karma and Ria reside in. He doesn't take most of the current generation's lifestyle kindly, as he and Karma bicker and argue on much more than one occasion. Some of their altercations can even get physical. But contrary to their actions, they had developed a low-profile liking to each other, as they occasionally talk about their lives and enjoy each other's company.
As proof of their "friendship", Eli had entrusted his Life Charm to Karma, stating firmly that it must not fall into Aegistech's possession, because the charm could potentially hold the secrets of Life itself. He even called the company "The bastard child of the devil" at one point.

Also, Eli told Karma and Ria that his origins must never be revealed to the public, as the information could cause a worldwide uproar and chaos would ensue.

Despite his old age, Eli is capable of displaying <i>enormous</i> physical strength, while most Eons rely on psychic and elemental powers. A punch at full power could potentially send a car flying quarter-way across the United States. He can utilize the moves Dragon Claw, Earthquake, Fire Punch and Dragon Dance. With his special move being Titan Crash, in which he can pull up a chunk of earth roughly the size of a small city and seemingly toss it with ease.
