Well, she had the means. Financial, contacts and scrying, to keep tabs on folks that interest or mean something to her. So its not outside the realms of potability for her to have kept tabs on Licksburg. It could even have been a case of doing so "For the good of the realm" so to speak. And she has definitely shown a long view planning mind.
So:
Ability to fund and pull together furs to undertake the rebuilding of the manor of the master of Elfheim. Check. Especially if their is a link between the ruling families.
Ability to know that the sale of an incomparable body of literature and knowledge, check. Will to make sure it stays in a single body and not used as wallpaper by tomfools, double check. As a member of the DV I would imagine she would hate to see such lore squandered so thoughtlessly.
She does appear to have a soft spot for WW5. and [Little-Toy] almost at her beck and call.
So its not so much a gamble more a lot of informed guesswork.
