This is Aluni, Sargon's wife, before getting married which she was called Uni.
She worked in the Chapel of Hoteichi the guardianess of forgiveness. Hoteichi is also known as one of the three goddesses of the Northern Seas by Southern travelers and shippers for being the religious figure of one of the three major cities that the East Tal Coastal Alliance (ETCA) an slowly lead to more international acceptance of foreign trade and sea charting. Foreigners some times pray to here safe travel and forgiving weather or seas.

This is before that though where she is filling a water troth for citizens and guests of Liverpool which was filled with clean water as a charity offer for the people that assist in keeping the chapel up and there disciples. The troths were removed later though with the introduction of Liverpool's water piping and irrigation system.

Uni as queen of Liverpool started wearing varied designs of long sleeved clothes to hide her arms since they were described as a little pudgy
the small symbols hanging from her dress are of the guardianess which are used to seek forgiveness of problems that hang over peoples heads, people request based the symbol with the size of it based on the size of there problem or they have to complete trials from the guardianess.
