Yup, each had had is own personality. Then there's another brain in the torso that also has is own identity.
I don't remember them all, but you can find it in one of Sparra's other commissions of him.

Rook is a mix between gryphon and hydra as it turns out. And yes, each head does have an emotional bias, with a central brain in the torso having control. Think of it as looking through the world through an array of camera displays, with each view having it's own emotional bias, which the central brain has to sort through.
