it could be worse: I've read about some art contests where if you submit a piece, the gallery/host OWNS the submission, regardless of who wins. What you went through was probably to prevent you from submitting it in other places, but at least it was still yours!
That would not happen, as was said in the end returned the work, the work had to be submitted in printed format
